This combination is useful if you don't know where you want to play back from (next time) when you press stop. The Stop command will Play from Last Position when in stop mode. The Play command will then play when in stop mode, and Stop (and only stop) when in play mode. This way, you can get three different functions out of two two already key strokes for play or stop: The easiest way for you is maybe to reassign your Play key command to "Play or Stop", and to reassign your Stop command to "Stop or Play From Last Position". If you sometimes want to just play and other times want to play from last play position, you need two key commands, I guess- since Logic will never know want you want to do.
